Mike Franks is Project Co-ordinator at CORE Projects, a Community Benefit Society focused on expanding community-owned renewable energy across Greater Manchester. CORE’s mission is to empower local communities by co-designing renewable energy schemes that reduce energy costs, generate community funds, and involve residents in decision-making and management. The organisation is currently advancing feasibility studies at three sites in Manchester and pursuing Stage Two funding from the Great British Energy Community Fund to progress towards community share offers and project implementation.
Mike’s work bridges technical expertise, community engagement, and research. CORE collaborates with the Manchester Urban Institute on interdisciplinary research to explore effective ways to involve communities in designing energy solutions that meet local needs. CORE is also active in the Manchester Climate Alliance and the Manchester Climate Change Partnership, amplifying local voices and advocating for climate action at a city-wide level.
Prior to CORE, Mike developed the Neighbourhood Well-being Index, a tool that analysed neighbourhood trends to evaluate policy impact, demonstrating his commitment to evidence-based approaches to social and environmental challenges. He has presented this work at national conferences, reflecting his experience in translating data into actionable insights.
Through the Practice-Builders’ Network, Mike aims to strengthen links between researchers and community groups, sharing CORE’s experience in participatory energy projects while learning from peers in low-carbon infrastructure and community empowerment. His goal is to enhance collaborative approaches that ensure renewable energy initiatives are socially equitable, technically robust, and responsive to local priorities, helping build a more sustainable and inclusive energy future.
